Construction works completed at new social housing site in Żebbuġ

PRESS RELEASE BY THE MINISTRY FOR SOCIAL ACCOMMODATION 
 
 
During a visit to the new social housing site in Triq il-Qolla in Żebbuġ, Minister for Social Accommodation Roderick Galdes announced that the construction works on this site are completed and therefore another project of new social accommodation is entering its final phase. Mechanical, electrical and finishing works are currently underway on this project, with a total investment of €720,000. This investment will make a significant difference in the lives of eight families.

Minister Roderick Galdes claimed that this project of new social housing had been long overdue, and families that are genuinely in need together with their relatives are appreciating the fact that the government is offering them a sense of hope to move forward.

“For some, such buildings only mean yet another project. However, for those who really are in need, together with their relatives and friends, these buildings offer them hope and will eventually pave their way towards social mobility.”

He reminded that the new building of social housing is being built with particular attention to detail and preserves its surrounding areas. A building that, in his own words, caters for present needs but is also sustainable to meet the needs of the future society.

“Today, social accommodation is being built in a completely different way than the past, both in terms of design and also in the detailed concept on which these projects are being planned with an investment of €110 million.”

Furthermore, Minister Roderick Galdes explained that all new social housing buildings are fully accessible and that €35,000 of the total investment in Żebbuġ is allocated for the building to be equipped with an elevator. He also pointed out that projects relating to social accommodation are not the only solution that the government is offering to families.

“The social housing waiting list is the lowest it has ever been, as we are not tackling the housing sector by only building new social housing units, but we have also launched a wide range of initiatives that are helping people to have adequate accommodation without resorting to a government housing unit as they were forced to do in the past.”

He concluded by saying that what was once a dream for these families in need, thanks to these 1700 new apartments, will now turn into reality.

Housing Authority CEO Leonid McKay explained that the recent profiling exercise helped the Authority grasp a better understanding of the needs of its applicants.

“The design of the buildings and the combination of one, two and three-bedroom units are based on the results of this exercise, which means that the new blocks are being built according to a tailor-made plan based on the applicants’ needs.”

McKay added that the solution for housing in Malta is not only social accommodation. Schemes which have been introduced with the aim of assisting people in need of a helping hand in becoming homeowners, like the Equity Sharing and the Home Assist Scheme are part of the solution.

“We had several applicants who were on the social accommodation waiting list, who were instead assisted with the schemes introduced.”
 
In his conclusion, McKay assured that the Housing Authority will introduce more innovative schemes for the benefit of the citizens in need.

Fi żjara fis-sit ta’ housing soċjali ġdid fi Triq il-Qolla, Ħaż-Żebbuġ, il-Ministru għall-Akkomodazzjoni Soċjali Roderick Galdes ħabbar li x-xogħol tal-ġebla f’dan is-sit ġie konkluż u għalhekk proġett ieħor ta’ housing soċjali ġdid se jidħol fl-aħħar fażi tiegħu. Dan hekk kif qed jiġu mgħoddija s-servizzi u bdew il-finishes, b’investiment li jlaħħaq is-€720,000 u li se jagħmel differenza fil-ħajja ta’ 8 familji oħra.

Il-Ministru Roderick Galdes qal li l-proġett ta’ housing soċjali ġdid kien ilu mistenni għal snin twal u li l-familji ġenwinament fil-bżonn u l-qraba tagħhom qed japprezzaw li l-gvern se jkun offrielhom it-tama u l-opportunità li jimxu ’l quddiem.

“Għal xi wħud binjiet bħal dawn f’Ħaż-Żebbuġ ifissru biss bini, proġett ieħor, iżda għal dawk ġenwinament fil-bżonn u għall-qraba u għall-ħbieb tagħhom dawn ifissru tama ġdida biex jibdew it-triq tal-mobbiltà soċjali”.
Huwa fakkar li l-bini ġdid ta’ housing soċjali huwa bini maħsub fid-dettall u li jippreserva ż-żoni tal-madwar. Bini li fi kliemu jaħseb għall-bżonnijiet tal-preżent iżda huwa sostenibbli biex jaqdi l-bżonnijiet tas-soċjetà tal-futur.

“Il-bini ta’ housing soċjali ġdid imur lil hinn mill-bini ta’ housing f’dahri. L-akkomodazzjoni soċjali llum qed nibnuha totalment differenti kemm bħala disinn kif ukoll fil-ħsieb dettaljat li fuqu qed jiġu mfassla dawn il-proġetti b’investiment ta’ €110 miljun”.

Il-Ministru Roderick Galdes spjega li fost l-oħrajn, il-bini ta’ housing soċjali ġdid huwa aċċessibbli u li €35,000 mill-investiment totali tal-proġett f’Ħaż-Żebbuġ huma allokati biex il-binja tkun mgħammra b’lift. Irrimarka ukoll li l-proġetti marbutin mal-housing soċjali mhumiex l-unika soluzzjoni li l-gvern qed joffri lill-familji.

“Il-lista ta’ stennija qiegħda l-inqas li qatt kienet fl-aħħar snin, għaliex fhimna li s-settur tal-housing mhuwiex biss il-housing soċjali kif konna nifhmuh qabel. Għalhekk nedejna firxa wiesgħa ta’ inizjattivi li qed jgħinu lin-nies ikollhom akkomodazzjoni adekwata mingħajr ma jirrikorru għal post tal-gvern kif kienu kostretti jagħmlu qabel”.

Ikkonkluda li 1,700 appartament ġdid se jfissru li dik li qabel għall-familji fil-bżonn kienet biss ħolma se tinbidel f’realtà ġdida għal kull wieħed u waħda minnhom.

Il-Kap Eżekuttiv tal-Awtorità tad-Djar Leonid McKay spjega li l-eżerċizzju ta’ profiling li sar ftit taż-żmien ilu għen biex l-Awtorità tifhem aħjar il-ħtiġijiet tal-applikanti tagħha.

“Id-disinn tal-binjiet u t-taħlita ta’ kemm hemm units b’kamra tas-sodda waħda, tnejn u tlieta huwa bbażat fuq ir-riżultati li ħarġu minn dan l-eżerċizzju, b’dan ifisser li l-blokok ġodda qed jinbnew skont pjan apposta mibni fuq il-bżonnijiet tal-applikanti”.

Is-Sur McKay żied jgħid li s-soluzzjoni għall-housing f’Malta mhijiex il-housing soċjali biss, iżda wkoll diversi skemi bħal dawk tal-Equity Sharing u l-Home Assist Scheme li ġew introdotti bil-għan li jassistu lil persuni li jkollhom bżonn imbuttatura żgħira ’l quddiem biex isiru sidien ta’ darhom.
