Mr Robert Ducker

Mr Robert Ducker was educated at St Joseph Rabat and St Aloysius College. In 1998, he obtained an Associateship from the Chartered Institute of Bankers, along with a BSc (Hons) degree in Financial Services from the University of Manchester, Institute of Sciences & Technology.
His career has been predominantly within the financial services industry. He worked at the Bank of Valletta for 35 years, holding various executive-level roles. He served as a Branch Manager for three years before moving to the Head Office, where he led several units, including Savings & Investments, Wealth Management, Procurement & Administration, and Bancassurance.
Prior to his appointment as Chairperson of the Housing Authority in 2017, he served as its Vice-Chairperson for four years. He currently serves as a member of the Malta Financial Services Tribunal.

Mr Matthew Zerafa

Matthew Zerafa is the CEO of the Malta Housing Authority having previously served as the Head of Secretariat and Policy Adviser at the Ministry for Social and Affordable Accommodation. He was involved in key housing initiatives, including a number of key reforms.
During his tenure, Mr Zerafa has focused on making the Housing Authority more accessible and efficient. He has overseen a digitalisation project to improve services and has encouraged better collaboration between government agencies, strengthening data sharing in the housing sector. His approach prioritises public engagement, stakeholder management, affordability, and housing quality while also working to improve compliance matters and research efforts.
Mr Zerafa holds a Bachelor’s degree in International Relations and a Master’s degree in Intelligence and Security, with a focus on enforcement within Maltese public entities. His academic background also includes studies in Geographical Information Systems (GIS) and Psychotherapy, which have helped shape his influence on housing policy and administration.
