Today, Minister for Social and Affordable Housing Roderick Galdes and Housing Authority CEO Matthew Zerafa launched the Authority’s second publication of the year, ‘More than Just a Roof’.
Edited by Dr Brian Micallef, this book documents Malta’s Specialised Housing Projects, reflecting the Authority’s shift from a one-size-fits-all approach to innovative, tailor-made housing solutions for vulnerable groups. In collaboration with NGOs, and through a design competition with Kamra tal-Periti, five dilapidated properties were transformed into supportive homes:
- Dar Bla Ħitan – supporting prisoners nearing the end of their sentence
- Dar Tereża – assisting mothers facing mental health challenges
- Dar il-Kantuniera – supporting individuals with mental health and substance abuse issues
- Dar il-Qawsalla – helping LGBTIQ+ individuals experiencing housing distress
- Intergenerational Project – bringing elderly and young people together to combat loneliness and address social challenges
At the core of these projects is a commitment to equip residents with the skills and support needed to reintegrate into society, including therapy sessions, practical life-skills training, mentorship programmes, personalised care plans, and access to education and employment.
These initiatives go beyond offering shelter—they help build communities where people can rebuild their lives and contribute to society.

The Housing Authority remains committed to expanding this approach, with two additional projects currently in the pipeline: Dar Mixtla, offering support to women experiencing domestic violence, and Dar Simon Soler, providing support for the elderly and people with disabilities.
