Chairman

Mr. Robert Ducker

Robert Ducker was educated at St. Joseph Rabat and St. Aloysius College. In 1998 he obtained an Associateship from The Chartered Institute of Bankers and a BSc Honours degree in Financial Services from The University of Manchester, Institute of Sciences &Technology.

His career has been mainly within the Financial Services industry. He worked at Bank of Valletta for 35 years and during this period he was assigned various executive level duties within the Bank. He worked as a Branch manager for three years and then moved on to Head Office where he was tasked with heading a number of units such as: Savings & Investments, Wealth Management, Procurement & Administration and Bancassurance.

Prior to his appointment as Chairman in 2017, he served as the Vice-Chairman of the Housing Authority for a period of 4 years. He is presently a member of the Malta Financial Services Tribunal.

Mr. Matthew Zerafa

Appointed as Chief Executive Officer of the Housing Authority in November 2022, Mr. Matthew Zerafa has over 5 years’ experience in the sector, first serving as Head of Secretariat, and then as Policy Consultant within the Ministry for Social Accommodation and Affordable Housing.

Mr. Zerafa has a Bachelor’s degree in International Relations, and is also a Masters graduate in Intelligence and Security, with a special focus on enforcement within Maltese public entities. His studies were also focused on Geographical Information Systems (GIS) and Strategic Management.

The main pillars of his tenure will focus on expanding the structured and robust Authority into exploring further affordability, and quality housing, improving enforcement capabilities, and in the process, strengthening research and policy initiatives.
