Specialised Housing Projects

Specialised Housing Projects, one of the key initiatives of the Malta Housing Authority, mark a shift from the traditional one-size-fits-all approach towards a more targeted and inclusive model that addresses the needs of vulnerable groups within society and communities.

Each property was previously in a dilapidated, uninhabitable state, some of which date back to the pre-19th century. Through a design competition with Kamra tal-Periti, these properties have been designed, rehabilitated and renovated to serve a defined social mission. These projects were developed in collaboration with NGOs: Richmond Foundation, Mid-Dlam għad-Dawl Foundation, Salesians in Malta, Malta Gay Rights Movement (MGRM), and Malta Trust Foundation.

There are currently five specialised housing projects around the Maltese Islands: Dar il-Kantuniera, Intergenerational Project, Dar Bla Ħitan, Dar Tereża, and Dar il-Qawsalla.

The Housing Authority remains committed to expanding this approach, with two additional projects currently in development: Dar Mixtla and Dar Simon Soler.

Dar il-Kantuniera

Operated by the Malta Trust Foundation, Dar il-Kantuniera offers residential support for individuals living with mental health conditions and substance abuse disorders. Opened in 2021, this residential home accommodates up to 6 residents, creating a calm, home-like environment.

Through the respite accommodation service, residents receive both individual and group therapy and learn life skills such as communication and time management. It employs a holistic, person-centred approach to help residents develop independence and successfully reintegrate into the community, achieving an 86% success rate.

Intergenerational Project

Launched in 2023 and operated by Friends of Don Bosco, the Intergenerational Housing Project in Valletta is Malta’s first residence that aims to bridge the gap between young people and the elderly, fostering daily interaction and opportunities for residents to support one another.

With 18 apartments and shared communal spaces, this residence offers several initiatives, including mentoring programmes, financial support for full-time students, practical life skills, and personalised care plans.

Dar Bla Ħitan

Managed by the Mid-Dlam għad-Dawl Foundation, Dar Bla Ħitan offers a residential programme for persons in incarceration nearing the end of their sentence. Opened in 2023, this residence accommodates up to 5 individuals at a time, with a focus on facilitating a smooth transition and reintegration into the community.

Beyond providing a place to serve the final part of their sentence, the residence offers other support, including therapeutic sessions, educational courses, community work, and other activities. With a strong emphasis on self-discipline and a sense of love, to date, 4 individuals have successfully completed their journey in this programme and reintegrated into society.

Dar Tereża

Established in early 2024 and managed by the Richmond Foundation, Dar Tereża provides a supportive environment for mothers facing mental health challenges, allowing them to continue living with their children throughout their recovery journey.

The residence accommodates up to 7 mothers at a time, creating a dignified, welcoming space for reflection and new beginnings.

Dar il-Qawsalla

Inaugurated in late 2024, Dar il-Qawsalla supports vulnerable members of the LGBTIQ+ community who are facing socio-economic challenges, homelessness, and discrimination.

Operated by the Malta LGBTIQ Rights Movement, the residence accommodates up to six individuals at a time for stays of up to two years. During this time, through therapeutic and social work support, residents are prepared for independent living or, if necessary, referred to other appropriate services following their stay.
