The Parliamentary Secretary for Social Dialogue and Accommodation, Andy Ellul, visited the ongoing improvement and embellishment works being carried out in a social housing area in Marsa.
This project has an estimated value of €700,000 and includes maintenance works to facades, roofs, and common parts. The project covers 11 residential blocks and will directly benefit 57 families. Works commenced in October 2025 and are scheduled for completion by March 2026.
Housing Authority Chairperson Robert Ducker emphasised that continued investment in existing estates remains a key priority, stating that regeneration projects not only improve the physical condition of buildings but also strengthen community identity and ensure that public housing remains fit for purpose.
Emile Lauria, Senior Manager within the Infrastructure Management Department, explained that careful planning and coordination are central to these projects, ensuring that works are carried out efficiently while minimising disruption to residents and delivering long-term value.
These works form part of a much wider embellishment programme being implemented nationwide. During 2025, a total of 79 residential blocks were completed – 48 under the 2025 programme and a further 31 carried over from the 2024 programme. Expenditure on embellishment works during the year amounted to €4.27 million.
At present, other projects have commenced in Mosta and Ta’ Xbiex. Works in Mosta focus on roof maintenance, while those in Ta’ Xbiex include upgrades to facades, common parts, and roofs. Further sites scheduled to commence later this year under the 2026 programme include Attard, Marsaskala, Paola, Gżira, Santa Luċija, Kalkara, and Luqa.
In total, the 2026 embellishment programme will address 62 residential blocks with an estimated investment of €3,547,747. In parallel, planning is underway for a further 15 blocks at Taċ-Ċawla in Gozo, where façade maintenance works will be carried out at an estimated cost of €789,302.
Through these initiatives, a total of 410 families across nine different localities in Malta will benefit from embellishment works during 2026, alongside a further 120 families in Gozo.
The Housing Authority remains committed to safeguarding its housing stock through continuous investment, ensuring that public housing estates continue to meet modern standards while respecting the evolving urban and social landscape.
