Acting independently, the Revisory Committee examines and decides on objections to decisions taken according to the Authority’s policies and criteria and establishes whether the case merits an exemption due to humanitarian grounds and/or other justifiable reasons.
The Audit Committee is established by and reports to the Board of Directors. Acting independently, the Committee assists the Board in its oversight responsibilities for the internal governance, internal controls, financial statements, risk management and internal audit function of the Authority.
The Disability Panel aims to scrutinise and verify whether applicants for the Persons with Disability and Lift Installation schemes merit financial assistance due to their mobility issues or otherwise. Such applications are all assessed by an external third-party Occupational Therapist(s).
The primary role of the Allocations and Ad-Hoc Committee is to review and assess all requests related to proposed social housing allocations, exchanges, and recognitions within social housing dwellings. This committee is also responsible for evaluating and deciding on proposed evictions of squatters from properties designated for social housing purposes.
The Housing Development Fund Board's primary aim is to ensure that social accommodation solutions are supported by services and facilities that make them truly holistic, meeting the needs of both the community and the individual. The Board of Administrators serves as a consulting body to the Housing Authority on matters related to community projects in social accommodation and acts as a liaison with third parties interested in collaborating with the Authority.
The Private Residential Leases law established a new mechanism to offer a more accessible remedy to tenants and landlords who have a lease contract registered with the Housing Authority. According to Chapter 604 of the Laws of Malta, parties may submit a claim concerning minor disputes—such as issues related to deposits and maintenance—that do not exceed the value of €5,000.
The panel provides a fast and accessible remedy, particularly in cases where landlords fail to meet their maintenance obligations, unjustifiably withhold deposits, or where tenants leave the property in a damaged condition. This mechanism further strengthens the Housing Authority’s standpoint within the market as a regulator that promotes a level playing field for all.
This committee is responsible for conducting interviews for vacancies within the Authority and for deciding on disciplinary matters concerning staff members.
